Mr. Edmonds was arrested and tentatively charged with Operating a Motor Vehicle While Under the Influence (3rd Offense), and Failure to Report an Accident.
Mr. Moss was arrested and tentatively charged with Possession of THC. He also had an active arrest warrant for failure to report to jail.

Early Wednesday morning a Madison man witnessed two people getting out of a gray Cadillac that had gone off the road in the 3400 block of Milwaukee Street and into Starkweather Creek. One of several Madison Police officers responding spotted two men stumbling down the street. Both were soaking wet, with water dripping off of their clothing. When confronted, the suspects denied any knowledge of the submerged car one stated they had become damp while walking in the snow. Both were arrested. During the booking process one was reluctant to remove his wet socks, telling a Dane County Sheriff’s Department deputy he had ugly feet. The deputy noticed there was a lump in one sock. That lump ended up being some marijuana. The suspect asked the deputy if she could hold onto it so he could smoke it when he gets out.
